Okay, stupid question but…
Why does everyone assume the Fog Warriors are Qunari/Kossith? The Qunari are like the invading army the Warriors are trying to get rid of…
I think its because that seems like the only place Fenris stayed long enough to learn a culture. He knows the Qun from somewhere and I doubt Danarius told him about the Qunari.
Fenris learnt about the Qun from the Fog Warriors, but the actual racial/cultural identity of the Warriors themselves is a mystery. The only Word of God I can find on the subject comes from Gaider:
They’re not Tal-Vashoth. They’re people native to Seheron, fighting against both the Imperium and the Qunari. What they want is to free the island from the clutches of both empires.
I guess it’s possible the Warriors are a kind of breakaway Qun sect, sort of like the split between the Sunni and Shi’a Muslims. (Or, well, the Orlesian and Tevinter Chantry; which fits, since that’s the in-game analogy to the Really Real World split between the Eastern and Western Christian churches. What with the Chantry being the Christian Church expy and the Qun being the Islam expy and all.)
But it’s just as possible — given the information that we know about them — that they’re a completely different cultural group (or race!) that just happens to know Qun teachings on a sort of know-your-enemy basis.
(Remember also Fenris — despite knowing a little about the Qun — is, if anything, an Andrastian. So whomever taught him about the Qun didn’t do much of a job convincing him to convert…)
So… yeah.
